Can someone close this as WONTFIX? I didn't notice this in newer
versions and Lucid's EOL is this almost there.

  Look at the screenshot. The black bar appears sometimes when an icon changes in the panel, but not always. 
  I noticed this in karmic yet and in lucid also.
