@Oliver: My reasoning was that flash-kernel needs to work on upgrades,
flash-kernel-installer only needs to work for new installs.

Status in “flash-kernel” package in Ubuntu:
  New

Bug description:
  In addition to the fix I provided in #1164074, we also need this one
  that lets d-i consider flash-kernel-installer to be an acceptable
  bootloader installer package for the generic flavor.
