This patch worked in my test where I manually injected the updated the
udeb in my install environment, but wasn't sufficient for real netboot
installs because it didn't update XB-Subarchitecture in the control
file, causing the installer to not fetch the udeb to begin with. Here's
a patch that corrects this as well.

Bug description:
In addition to the fix I provided in #1164074, we also need this one
that lets d-i consider flash-kernel-installer to be an acceptable
bootloader installer package for the generic flavor.
