Public bug reported:

I was upgrading from quantal to raring on a system which had lvm
snapshots. Several times it froze, with a memtest86+.post process being
defunct. I had to kill -9 the memtest86+.post process and its parent to
get it to proceed.

Afterward, manually doing apt-get install memtest86+ reproduced this
every time.

Removing all the lvm snapshots fixed the problem, now (after a reboot) I
can apt-get install memtest86+ just fine.

** Affects: memtest86+ (Ubuntu)
     Importance: Undecided
         Status: New
