As c-ares is needed for sub-second timeouts in libcurl, I'd very much
like to see this subject reopened.

Bug description:
  Binary package hint: curl

  Some programs, such as unrealircd, require that libcurl be built with
  c-ares support. Otherwise, libcurl cannot act asynchronously and will
  cause the client program to hang while curl tries to resolve
  hostnames.
