[Bug 1152771] [NEW] fails to install grub

Public bug reported:

I am reinstalling ubuntu 12.04 from a live disc on a formatted
partition, sda4.  sda2 is flagged as boot, but it fails to install grub
on that partition.  sda2 is ntfs format. dual booting with windows 7.
worked fine before reinstall.
