Hi Gunnar,
I've reinstalled language-selector-gnome and accountsservice.
After that I've tried your scenario: changing regional format settings system-wide and the same crash happened.

I've got version 0.6.30-0ubuntu1+logind~raring2 of accountsservice from
ppa:gnome3-team/gnome3-staging. Maybe this is the case?
