I don't understand the purpose of this. If you have the packages on a
local disc, certainly you would prefer to *use* that disk instead of
ignoring it and always downloading them? Putting the entry at the end
would render the local cd useless.

Bug description:
If a package is available from more than one source in sources.list,
the first source in the file is preferred. Nowadays we would prefer to
acquire from a network source if it's available. Thus, the cdrom entry
needs to go at the end.
This is the opposite of what we want during installation, where
installs will be very slow if they all have to come from the network;
so we'll need to shuffle the entries around towards the end of the
installation.
