It doesn't look like it is possible for this call to fail unless you
aren't running it on the console. What tty are you running it on and
can you run it under strace?

Title:
  setterm -powersave fails

Status in “util-linux” package in Ubuntu:
  Incomplete

Bug description:
regardless of the argument to -powersave, setterm complains

setterm: cannot (un)set powersave mode: Invalid argument

  see also Bug #1239263 /etc/kbd/config ignores POWERDOWN_TIME

thus there appears to be no way (without X) to powerdown the display,
and hence ubuntu servers w/o X don't play well as energy conscious citizens.
