ok thank you, it works when also specifying <, eg

setterm -term linux -powersave powerdown -powerdown 2 -blank
1>/dev/tty2</dev/tty2

perhaps this should be bug against the manpage, to clarify the need of
what to specify (eg if running from init scripts).

  Incomplete

Bug description:
  regardless of the argument to -powersave, setterm complains

  setterm: cannot (un)set powersave mode: Invalid argument

  see also Bug #1239263 /etc/kbd/config ignores POWERDOWN_TIME

  thus there appears to be no way (without X) to powerdown the display,
  and hence ubuntu servers w/o X don't play well as energy conscious citizens.
