It looks like this was fixed some time ago.  The ui now says "passwords
do not match".

Bug description:
  Binary package hint: ubiquity

  I was just installing the latest daily build via TestDrive. In the
  account setup stage ("Who are you?"), there is an indicator beside the
  password form saying the password strength. That's nice.

  However, if a different password is entered in each field, However, if
  the wrong password is entered, there is no indication of that and the
  Next button is disabled. It is not at all evident why that is.
