As it turns out this isn't a bug at all. It appears that a security
feature of this laptop's firmware had locked out the boot table,
preventing modifications.

  The EFI firmware refuses to recognize the .efi files from this
  version, presenting an empty boot menu and refusing to continue.
  efibootmgr shows the "ubuntu" option existing but it's not available
  in the EFI interface.
