This appears to be a Lubuntu-specific issue; there is no such problem on
Ubuntu 14.04. Assigning this to the Lubuntu developers for
investigation.
For reference, update-notifier is expected to launch update-manager in a
desktop-neutral fashion on all flavors where it's installed; and I see
that the lubuntu 14.04 images include update-manager and update-notifier
both. And this is expected to work both for flavors that use upstart
user sessions and those that do not. So I think someone familiar with
Lubuntu needs to look at this to see where in the chain it's falling
down.

I never saw any notification since I installed the 14.04 version.
When I log into a tty console, I get the below message :
