[Bug 1289604] Re: ubuntu-release-upgrader doesn't depend on python-apport

** Description changed:
+ Description:
+ A default Saucy system will not have python-apport installed and the crash handler in the release upgrade tarball needs python-apport to be able to create a crash report. Subsequently, we may not be receiving crash reports for every release upgrade crash.
+ The release upgrader runs with python2 because it needs to run on Precise and Saucy.
+
Test Case:
1) run python /usr/lib/python3/dist-packages/DistUpgrade/DistUpgradeApport.py (we are using python here because the release upgrader runs with python2 not 3)
2) notice a failed to import apport python module error message
With the package from -proposed you should receive a "Crash report"
dialog saying that 'do-release-upgrade has stopped unexpectedly'. Do
not submit the crash report.
This is because ubuntu-release-upgrader doesn't depend on python-apport
and it is no longer depended on by anything else. I mean that package
used to be installl on most Ubuntu systems because apport or ubuntuone-
client depended on it.
