Public bug reported:

This might be miscategorized because ubuntu-bug doesn't seem to allow me
to report bugs against the installer, as opposed to Startup Disk
Creator.

Anyway the problem is that the checkbox "download updates while
installing" (or close to that) seems to have opposite polarity. If I
don't check it, then I get status messages during installation about
"retrieving" something from an archive. If I check it, then I don't
recall seeing such messages.
