If there is network connectivity, installer will use network for various
tasks. E.g. geolocate/guess your location, update package metadata,
fetch and install language packs. All of which are very small amount of
data activity.

If you choose to download update (the checkbox), in addition to all of
above, updates will be downloaded (but not installed) during
installation. And will be ready to be applied on first boot.

syslog of your installation should be in /var/log/installer where you
can read what happened.

filing bugs against the installer should be possible at all times with $
ubuntu-bug ubiquity, if that doesn't work for you please open a new bug
report against apport.

  Invalid

Bug description:
  This might be miscategorized because ubuntu-bug doesn't seem to allow
  me to report bugs against the installer, as opposed to Startup Disk
  Creator.

  Anyway the problem is that the checkbox "download updates while
  installing" (or close to that) seems to have opposite polarity. If I
  don't check it, then I get status messages during installation about
  "retrieving" something from an archive. If I check it, then I don't
  recall seeing such messages.
