[Bug 1526314] [NEW] Sync pywebkitgtk 1.1.8-3.1 (universe) from Debian unstable (main)

Please sync pywebkitgtk 1.1.8-3.1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Merge from Debian unstable.  Remaining changes:
    - Fix python multi-arch includes issues.
    - Switch to dh_python2
    - Fix installation error in build/python-webkit-dev

Debian have switched to dh_python2.

The other two changes no longer seem necessary; dropping debian/patches
/fix-python-multiarch-includes.patch seems to have no effect on the
binary packages and the change in debian/python-webkit.install
introduces a Lintian warning - brace-expansion-in-debhelper-config-file.

These two issues have never been reported in Debian.

I compared the binary packages built by 1.1.8-3ubuntu2 and 1.1.8-3.1
using diffoscope.  The only differences were ​webkit.​so became
​x86_64-​linux-​gnu.​so and the contents of the changelogs.

I also tested building the rdeps; conduit and python-jswebkit.

Changelog entries since current xenial version 1.1.8-3ubuntu2:

pywebkitgtk (1.1.8-3.1) unstable; urgency=medium

  * Non-maintainer upload.
  * Build using dh-python instead of python-support.  Closes: #637255
