The version of the python-apt that you have installed is not the
official Ubuntu version:

python-apt 0.9.3.5ubuntu1~ubuntu12.04.1 [origin: LP-PPA-launchpad]
python-apt-common 0.9.3.5ubuntu1~ubuntu12.04.1 [origin: LP-PPA-launchpad]

Try installing the version of the package from the Ubuntu archive and
see if the problem still exists. If it doesn't then you should take it
up with the owners of that PPA.

Title:
  update-manager won't run after recent package update of update-manager

Status in update-manager package in Ubuntu:
  Incomplete

Bug description:
  The summary line rather says it all.  I'm not sure which update of the
  'update-manager' package triggered the problem, but it definitely was
  within the last 3-4 weeks.  When I run from the command line, this is
  the error message I receive:

  Also, update-notifier, in the indicators along the top of Unity's
  interface, shows a large red circle with a horizontal white line
  running partially through middle of it (i.e., the "do not enter"
  traffic sign used internationally, or at least in the West, used to
  indicate "wrong way" if you go down the associated path).
