  update manager does not install packages

Bug description:
  Binary package hint: update-notifier

  i am using ubuntu10.04,kernal Linux 2.6.32-25- generic,GNOME 2.30.2.i
  am using dial up internet connection and install security updates
  partially.at the last there are 58 packages and having35MB the update
  manager shows check internet connection,even i have active an active
  connection of 25kbps also when i trying to upgraded to ubuntu10.10
  there is a message that ubuntu minimal is not found.
