[Bug 1503816] [NEW] Loaded 15.10 which failed. Attempted to reload 15.04 and it will not rewrite grub

Public bug reported:

I first attempted to upgrade 15.04 to 15.10 which failed half way
through making a mess of 15.04. When I attempt to reinstall 15.04 from
USB, it makes it to the grub install and fails.

I attempted to reinstall 15.10. It completed the install, but still does
not work. Will not roll back to 15.04.
