So, it was this code:

# We need 16-bit boot, which isn't available on EFI.
if [ -d /sys/firmware/efi ]; then
  exit 0
fi

After commenting it and running update-grup I got menu entry, but it
expectedly didn't work.

Bug description:
  There is no memtest86+ entry in grub2 menu after
  installing/reinstalling package. Looks like script
  /etc/grub.d/20_memtest86+ doesn't produce any output because I see
  this in grub.cfg:
