ubuntu-bug is not a package, its a executable provided by apport try
ubuntu-bug $(which ubuntu-bug)

That could very well be true if you installed it from a PPA or other
location.
> ubuntu-bug: when you press "other" it complains that you did not
choose a package
The other button should be removed then as it isn't helpful.

Apport does not work for me at all (Ubuntu 16.04 LTS). Examples:
ubuntu-bug ubuntu-bug: complains that package is not installed (ironic...)
ubuntu-bug evince: complains that package is not official
ubuntu-bug: when you press "other" it complains that you did not choose a package
and so on. The following message appears in the stdout:
