I can't say I understood how using which helps: it just says /usr/bin
/ubuntu-bug. Anyway, I tried ubuntu-bug /usr/bin/ubuntu-bug (and also
ubuntu-bug apport) and both complained that the package is not official.
AFAIR I installed everything from ubuntu official site, but if there's a
way to check let me know and I will.

Bug description:
  Apport does not work for me at all (Ubuntu 16.04 LTS). Examples:

  ubuntu-bug ubuntu-bug: complains that package is not installed (ironic...)
  ubuntu-bug evince: complains that package is not official 
  ubuntu-bug: when you press "other" it complains that you did not choose a package

  and so on. The following message appears in the stdout:

  /usr/share/apport/apport-gtk:16: PyGIWarning: Wnck was imported without specifying a version first. Use gi.require_version('Wnck', '3.0') before import to ensure that the right version gets loaded.
    from gi.repository import GLib, Wnck, GdkX11, Gdk
  Gtk-Message: GtkDialog mapped without a transient parent. This is discouraged.
