[Bug 1592135] [NEW] Plymouth doesn't asks for password or cache it

Public bug reported:

I have two disk with partitions encrypted with LUKS. On first disk I have system partition, mounted in /. On second is /home. Both are encrypted with same password. When console-setup-linux, console-setup, keyboard-configuration is in 1.108ubuntu15 version everything works ok. When I power on computer first I got GRUB, then Plymouth asks for password for first disk (system one), then it cache password and using it when cryptsetup asks for it when trying to mount /home. I have to enter password only once. 
When I upgrade console-setup-linux, console-setup, keyboard-configuration to 1.108ubuntu15.1 version Plymouth asks me for password and after few seconds of starting system it stops. When I press F2 key I see black screen. Plymouth don't provide automatically cached password or asks again for it on second disk. When I turn off Plymouth in GRUB system asks me in console for password for first and second disk. Then system is booting to end normally.
