Can not activate FCP devices for installation

I am installing a sanboot s390 ubuntu server via ftp server on a native
lpar.  But I am not able to activate fcp device for installation.
However I am able active the fcp device and attach san boot lun via
shell.

echo  1 > /sys/bus/ccw/driver/zfcp/0.0.1800/online
echo 0x0000000000000000 > /sys/bus/ccw/driver/zfcp/0.0.1800/0x5005076802401ee8/unit_add
