Thank you for filing this bug report! Given that the last Debian release
was in 2014 and the last upstream release was in 2010, I'm not sure it's
fair to ask you to submit this report to either upstream or Debian
(although I did find https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=656105 for Debian, submitted by you, so thank you
for that!).

Unfortunately, these do seem like upstream issues. It will take someone
time to determine the answer to 1), at least. I will leave this bug
open, but I'm not sure when and if it will get resolved.

Bug description:
  Error in popt man pages: the e-address ewt at redhat.com is invalid
  (probably has been for quite some time)

  Omissions in popt man pages:

  1) poptParseArgvString has an undocumented return int value. What does
  it return and what does it mean?

  2) poptGetArg recovers “leftover arguments” but its documentation
  fails to make it clear that it should not be called until
  poptGetNextOpt has returned -1.  I ran into this with an app that used
  popt but knew that it had no options to check for: after generating
  the context with poptGetContext, it tried to jump directly to
  poptGetArg, with disastrous results.
