[Bug 1663902] [NEW] Software Updater incorrectly calculates free space required

Public bug reported:

I have separate /boot and / partitions. When telling Software Updater to
Update it says there isn't enough free space on /boot to perform the
update. However none of the packages it is updating use /boot.
Additionally, running aptitude safe-upgrade from the command line
completes successfully.
