Are you upgrading from one release to another or upgrading packages on
your existing install?  If you mean the second one then the bug is about
update-manager not ubuntu-release-upgrader.

  Software Updater incorrectly calculates free space required

Status in ubuntu-release-upgrader package in Ubuntu:
  Incomplete

Bug description:
  I have separate /boot and / partitions. When telling Software Updater
  to Update it says there isn't enough free space on /boot to perform
  the update. However none of the packages it is updating use /boot.
  Additionally, running aptitude safe-upgrade from the command line
  completes successfully.
