4dro: Once the package has built for all architectures, it is normally
moved from -proposed to the release archive. However, it seems like
there's currently some dependency issues with the packages
http://people.canonical.com/~ubuntu-archive/proposed-
migration/bionic/update_excuses.html#gnupg2.

GnuPG 2.1.15 was released in August 2016:

The current version is 2.2.4, released December 2017 and which
includes important new functionality.
Can we get this packaged up in time for Bionic's public release?
