Thanks for explaining. gpgsm is build from the same source package, and
it's available for all archs in bionic-proposed. Is there some catch 22,
or does it require manual intervention?

Bug description:
  GnuPG 2.1.15 was released in August 2016:

  The current version is 2.2.4, released December 2017 and which
  includes important new functionality.

  Can we get this packaged up in time for Bionic's public release?
