[Bug 1783783] [NEW] Please merge lshw 02.18.85-0.1 (main) from Debian unstable

Public bug reported:

Debian has updated lshw from 02.18-0.1 to 02.18.85-0.1 and the result
should be merged into Ubuntu.

Please take care of the need to set the VERSION variable when calling
make, otherwise the version is set as unknown (bug 1752523).

Since the new version sources do not contain any version information and
have removed the previous 'uver' variable from debian/rules, the only
way out is using the one from the changelog entry, as in

VERSION=$(dpkg-parsechangelog -SVersion)
