You've installed some packages from a PPA which are causing the upgrade
to fail.
libstdc++6 5.4.0-6ubuntu1~16.04.9 0
gcc-8-base 8-20180424-0ubuntu1~14.04 1
You'll want to remove these and whatever else the PPA provides using the
tool 'ppa-purge' from the package ppa-purge. Thanks and good luck.

After I removed all conflict packages like

Hold prevents MarkGarbage of liborbit-2-0 [ amd64 ] < 1:2.14.19-1build1 > ( libs )
I still got upgrade fail message.
