[Bug 1753402] [NEW] add curl to gcc build-deps

Public bug reported:

`curl` is used in `contrib/download_prerequisites` which dramatically
eases the `gcc` build. Even though it's possible to build `gcc` without
running `contrib/download_prerequisites` it'd be nice to have it
included in build-deps.
