I also have the same symptom.
Except I didn't run from a terminal, I just looked in /var/log/syslog:
Oct 24 18:39:37 snowplow update-manager.desktop[7753]: Checking for a new Ubuntu release
Oct 24 18:39:37 snowplow update-manager.desktop[7753]: Please install all available updates for your release before upgrading.

Bug description:
Hello,
I want to upgrade to 18.10.
So I start update-manager GUI then update some packets.
At End it ask me if I want to upgrade. I answer Yes.
But update-manager close. Nothing happens.
I run it under terminal and get this message:
Please install all available updates for your release before upgrading.
Why GUI don't show this before close?
