Here's an attachment illustrating the issue. This can happen if there
are updates which are phasing but which are not installed on the system.

Bug description:
  Hello,

  I want to upgrade to 18.10.
  So I start update-manager GUI then update some packets.
  At End it ask me if I want to upgrade. I answer Yes.
  But update-manager close. Nothing happens.

  I run it under terminal and get this message:
  Please install all available updates for your release before upgrading.

  Why GUI don't show this before close?
