[Bug 1841597] [NEW] handle empty cloud-id result

Public bug reported:

When cloud-id outputs no cloud name to stdout, it should be replaced
with "unknown", to avoid sending an incomplete string in the user-agent
text. Instead of "cloud_id/", it would then be "cloud_id/unknown".
