  handle empty cloud-id result

Status in base-files package in Ubuntu:
  In Progress

Bug description:
  When cloud-id outputs no cloud name to stdout, it should be replaced
  with "unknown", to avoid sending an incomplete string in the user-
  agent text. Instead of "cloud_id/", it would then be
  "cloud_id/unknown".
