synapse again available in Ubuntu from the Wily (15.10) release.
I'm closing this issue as synapse is available in all currently supported releases except 14.04 which is very near EOL now.

Bug description:
  When I try to install synapse in Ubuntu 14.04 I get the following
  output:

  remco at pc:~$ synapse
  The program 'synapse' is currently not installed. You can install it by typing:
  sudo apt-get install synapse
  remco at pc:~$ sudo apt-get install synapse
  Reading package lists... Done
  Building dependency tree       
  Reading state information... Done
  E: Unable to locate package synapse

  On Ubuntu 13.10 I can simply install synapse correctly.
