Public bug reported:

The amd64-microcode version (3.20181128.1ubuntu2) is packaged in 2018,
which is too old to support the latest AMD Ryzen 3000 series CPUs. In
particular, it doesn't include the upstream microcode patch, without
which the kernel cannot produce psuedorandom numbers. Instead, in its
buggy state, when RDRAND is being asked, the CPU will always produce the
same result, 0xFFFFFFFF.

Please update the package for a version dated at the earliest 20191022.
