  Please sync amd64-microcode from debian bullseye

Status in amd64-microcode package in Ubuntu:
  New

Bug description:
  The amd64-microcode version (3.20181128.1ubuntu2) is packaged in 2018,
  which is too old to support the latest AMD Ryzen 3000 series CPUs. In
  particular, it doesn't include the upstream microcode patch, without
  which the kernel cannot produce psuedorandom numbers. Instead, in its
  buggy state, when RDRAND is being asked, the CPU will always produce
  the same result, 0xFFFFFFFF.
