[Bug 1851030] [NEW] grub-efi-amd64-signed failes to install/upgrade - exit status 127

Public bug reported:

grub-efi-amd64-signed fails after upgrade to 19.10. All attempts at
uninstalling/reinstalling/etc. I've tried so far have had no effect. I
also haven't been able to find any more details in any system logs.
