The solution in

fixed this for me. Not sure if this should be marked as a duplicate of
that issue, since it is for grub-efi-amd64, not grub-efi-amd64-signed?

Bug description:
  grub-efi-amd64-signed fails after upgrade to 19.10. All attempts at
  uninstalling/reinstalling/etc. I've tried so far have had no effect. I
  also haven't been able to find any more details in any system logs.
