Thank you for your bug report. Are you sure libreoffice is upgraded? Where do you saw that?
It's probably the translations support being installed for the language selected rather than an update?
Also note that the update doesn't apply updates during installation but just download them to be apply after first start

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  - downloaded a fresh copy of Xubuntu 19.10 via Torrent, checked the file
  - Installation in VirtualBox, all standard, German
  - did NOT check "install updates on installation"
  - did check "install 3rd Party Firmware"

  ---> while installation LibreOffice is updated

  In the end i have a non-working system (but this might be another
  problem)
