I'm very sure - did it two times.

Upgrade/Update was from 6.3.2 to 6.3.4 after the installation from ISO.

  installs Updates on Installation even the checkbox is NOT choosen

Status in ubiquity package in Ubuntu:
  Incomplete

Bug description:
  - downloaded a fresh copy of Xubuntu 19.10 via Torrent, checked the file
  - Installation in VirtualBox, all standard, German
  - did NOT check "install updates on installation"
  - did check "install 3rd Party Firmware"

  ---> while installation LibreOffice is updated

  In the end i have a non-working system (but this might be another
  problem)
