It seems that none of the known meta packages are installed on your
system. Please try installing ubuntu-mate-desktop and then upgrade to
the next release of Ubuntu. From VarLogDistUpgradeMainlog.txt:

  I have been trying to update for 3 or 4 days, have removed all the
  launchpad repositories, purged everything I can think of anb the
  upgrade just fails...
