[Bug 1938958] [NEW] popcon does not submit on focal because it tries to use https

Public bug reported:

SUBMITURLS in focal has an https:// URL, which currently does not work.

The fix (until this will become implemented in a newer popcon version)
is to use:

$ tail -1 /etc/popularity-contest.conf
SUBMITURLS=http://popcon.ubuntu.com/popcon-submit.cgi
