Hmm, it’s still installed in the WSL installation, and it’s very useful
from a Debian maintainer’s PoV as I can see how many people use my
Debian packages in its derivatives that way… so maybe better fix it? ☻

Bug description:
  SUBMITURLS in focal has an https:// URL, which currently does not
  work.

  details.

  The fix (until this will become implemented in a newer popcon version)
  is to use:

  $ tail -1 /etc/popularity-contest.conf
  SUBMITURLS=http://popcon.ubuntu.com/popcon-submit.cgi
