Thank you for taking the time to report this bug and helping to make
Ubuntu better.
You've filed this bug as relating to the upgrade process that moves your
from one release (eg. 21.04) to another (eg. 21.10), but no evidence was
provided of that process having taken place, and suspend is not a
feature of the upgrade process. Users are encouraged to not use battery
during the process, as it's a process only run once every 6-9 months for
non-LTS releases, or 2-3 years for LTS releases.
I've thus changed package to linux (ie. kernel related)

Battery completely drained after suspend

Bug description:
a) As previously reported. Fails to wake up after “suspend” mode.
b) even after the laptop is shut down. The battery shows 0% charge after the LTop has started.
This problem has occurred since Linux 5.13.0.22
