Hi gregor, thanks for reaching out!

For Ubuntu we would prefer to change this (optional) dependency back to
Suggests (i.e. status quo), as Depends and Recommends are pulled into
the "main" component, while Suggests can stay in "universe". Therefore,
a Suggests would not trigger a component-mismatch and lengthy "Main
Inclusion Process" (MIR) [0] and security-review process.

Bug description:
  libregexp-ipv6-perl has been upgraded from a "Suggests:" to a
  "Depends:" (from src:liburi-perl), due to a bug in "apt-cacher":
  https://bugs.debian.org/1014730

  The discussion on the bug report suggests, that this might not be the
  correct/final fix. We should wait for the discussion to settle in
  Debian, as most probably it can be dropped back to a "Suggests:" (and
  be fixed in apt-cacher, instead) and won't need an MIR.
