Bug description:
  libregexp-ipv6-perl has been upgraded from a "Suggests:" to a
  "Depends:" (from src:liburi-perl), due to a bug in "apt-cacher":
  https://bugs.debian.org/1014730

  The discussion on the bug report suggests, that this might not be the
  correct/final fix. We should wait for the discussion to settle in
  Debian, as most probably it can be dropped back to a "Suggests:" (and
  be fixed in apt-cacher, instead) and won't need an MIR.
